It seems like people who commit these crimes demonstrate themselves to be very, very unwell over and over again but the system just fails to act in any meaningful way to intervene. Gargasoulas is a perfect example. The ABC did a full story covering how utterly dangerous and obviously insane he was and he was repeatedly allowed back onto the streets. When it came time to determine why, everyone who could have intervened threw up their hands and insisted it wasn't their fault. And it isn't just attacks like these, Jill Magher's murderer is another lunatic who should never have been wandering around preying on people but was because of a completely dysfunctional system that apparently cannot determine a clear and present danger when presented with one.

@TJ Marx I used to work as a Nurse in a Psychiatric Hospital here in Melbourne before the community based focus came into being. Even though it was meant to be a short term facility (3 months or less), it often turned into much longer. In fact, some patients would literally act up when it came close to discharge, in order to start the long road back to potential discharge again. It was generally considered that was b/c they were in a safe place with a roof over their heads, getting 3 meals a day, and as recovery progressed could access the community. Staff used to refer to the hospital as a revolving door b/c often no sooner than they were released, they would be back in - in a matter or weeks or months. I love the theory behind the community based Psych system but in all honesty don't believe it works. Not only for those who commit crime, but having had a neighbour living below me in a block of flats for several years who was constantly manic or going into psychosis, it was a lot of stress on us neighbours having to cope with disruptive behaviour such as her playing really loud music at 4am on a regular basis. My neighbour would go into psychosis b/c of medication non compliance - even with a community based order. Seems to be a change of policy might be the answer?

It's horrible that this happened again. Today I just returned to WA from my first trip to Melbourne. Compared with Perth, the Melbourne CBD has a liveliness and atmosphere that Perth doesn't come close to matching. It feels like a city you can simply spend time in for no particular reason. Does the technology for retractable bollards exist. Placing them at strategic locations along the tram tracks around the pedestrianised areas could be a solution.

Seems to me those that aren't part of the police department but are in the area business owners people that care people that want to see their community healthy need to come together organize and make sure folks like this can't do what they're doing it's not hard if you get your heads together humans are amazing when they come together for the right cause and their intentions are pure

So why isn’t the Andrews government doing more to address Victoria’s mental health crisis? Could be because they’re responsible for it and the state is now broke . . . . . . And why isn’t the ABC reporting more on this issue ? Because mental health isn’t an issue that won’t create fear, resentment and division within Australian society.

If someone was running down the street slashing passers-by with a knife or firing a gun at them , officers would use deadly force . A car is no different , when driven recklessly, it is a deadly weapon . Police should be allowed , make that instructed, to use corresponding measures . Use the pit maneuver yes , but officers on foot should be allowed to fire at the driver too. Whatever it takes , prioritise the welfare of the general public over that of an active criminal . It's the reasonable thing to do.

Start banning cars in cities, Park on the outside of the city, walk/public transport within the city. Helps with emissions, space and ease of walking around the city. Leave the roads there and have them act as green spaces or locations for pop up stores.

Cars are already banned where this happened. They've already spent $50m on barriers too. Exactly how much money are you planning to spend, and how many people are you planning to inconvenience in order to attempt to stop something like this from occurring? However big the number, all you'd be doing would be shifting the location.

The raised paths and tram stops along Swanston are a triumph. More streets somewhat like that will allow disability, delivery and emergency vehicular traffic to continue to pass through, and make it virtually impossible to mount the curb in a heavy vehicle on a whim. It's going to require more parking at suburban stations and along the thereshold of the city center, but I believe we can do it. I hear it takes thirty year to make a city wide transformation, so we need to be in it for the long haul, politically. Never give up

I think the comments on this in depth channel are often on, probably depending on how controversial the comments are (or the topic is). I think the real problem here is that the news companies can get sued based on comments on channels, which is crazy.

As a Queenslander, Melbourne seems like a foreign country to me. I don't think it's a safe place to be and I wouldn't ever go there. The absolute state of VIctoria is disgraceful.

Nope. It was worse decades ago, and has been on a steady decline. The only significant rise is in assaults in NT. In almost all other crime statistics everywhere else, all crime is on the decline, including violent crime. You can easily find the ABS crime statistics for yourself. You're probably confusing what you see in the media as getting worse.

He was a citizen though. If you’re suggesting deporting Australian citizens (I’m not sure where to?) that’s creating a dangerous precedent. Do you really want the government to have this kind of power? Regardless, this was a mental health incident and had nothing to do with terrorism or gang related crime. Toughening up on penalties will never stop crimes like this because they aren’t in a sound enough state of mind to process that. Something definitely needs to be done, but your suggestions won’t help prevent these crimes from happening.
